Problems with Smart App ControlWindows 11 introduces Smart App Control, which checks programs against various criteria to assess safety. This is in addition to other mechanisms. However, this can cause problems with various applications: - Adobe Acrobat throws an error on launch related to LeapCommunicator.api.
- Leap Accounting crashes on installation.
- Tungsten Power PDF 2025 installer crashes with Error 1723. There is a problem with this windows Installer package. A DLL required for this install to complete could not be run. Contact your support personnel or package vendor. Action IU_IsOSSupported.A7F98B56_8C28_4B12_B458_CC297.... (This occurs because the installer ships with a library file that is not signed.)
- Microsoft Office 97 binaries do not run, eg 'C:\Program Files\Access97\Runtime\Office\MSACCESS.EXE' was blocked by your organization's Device Guard policy.
Because Smart App Control does not support exceptions or allow-lists, the only remedy is to turn it off. (It may be possible to turn it back on after any intial installation activity in some cases.) Settings → Privacy & Security → Windows Security → App & Browser Control → Smart App Control Settings → Off. Hopefully future versions of Windows 11 will allow more granular control. |
