Issues Connecting to a Terminal Services (Remote Desktop) Server

No Client Access Licences Available

When attempting to connect to a Terminal Services (Remote Desktop) Server, you receive the following message:

The remote session was disconnected because there are no Remote Desktop client access licences available for this computer. Please contact the server administrator.

This may occur if the Terminal Services server's user and device CALs are fully allocated, and the machine you are connected from has been issued a Temporary CAL which has expired. If a full CAL cannot be issued for a client, a Temporary CAL is issued, which is valid for 90 days.

This may be resolved by forcing the client to issue itself a new ID.

  • Rename the registry key HKLM\Software\Microsoft\MSLicensing to, say, MSLicensing.tmp.

  • The next time Remote Desktop Connection is run, it will recreate the key and a new Temporary CAL will be assigned on the server.

  • If using Windows Vista or above, Remote Desktop Connection must be run in elevated mode the first time so it can create the registry key in HKLM.

See Removing Terminal Server licenses from an RDP client for further information.

User Account Not Authorized For Remote Login

When attempting to connect to a Terminal Services (Remote Desktop) Server, you receive the following message:

The connection was denied because the user account is not authorized for remote login.

However the user is able to connect to the same server from another client system, and the user account on the server has all the appropriate permissions.

The cause of this issue is still being investigated, but you may be able to connect by addressing the server differently. For example, use an IP address instead of a fully-qualified domain name.
