Extraneous Apostrophes and Diacriticals

When typing in Windows or any application, you may experience the following behaviour:

• When pressing ' (apostrophe), nothing happens, then when pressing ' again, two apostrophes appear.

• When pressing " (quotes), nothing happens, then when pressing " again, two quotes appear.

• When pressing a letter such as c and an apostrophe, the letter is converted to a c with a diacritical marker.

To resolve, change the installed keyboard layout to US QWERTY.
